Kidnapping alert! Lvova-Belova is back in service

Carte blanche? The day after the phone call between Donald Trump and Vladimir Putin, Maria Lvova-Belova returned to the occupied territories for an "all-Russian inspection tour," presumably with the aim of preparing new lists of children "worthy of deportation." Where? The Russian Federation maintains a total mystery on this point. We have at least spotted a "sanatorium-clinic" in occupied Crimea, under the control of the Russian Ministry of Defense, where (military) doctors are authorized to engage in all sorts of experiments on (Ukrainian) children. Mengele is not dead? This monstrous genocidal program had been more or less muted since the International Criminal Court's arrest warrant against Putin and Lvova-Belova on March 17, 2023. It now seems to be starting up again with renewed vigor. With the encouragement of Donald Trump.


In recent months, since the International Criminal Court's arrest warrant, Maria Lvova-Belova, Vladimir Putin's Presidential Commissioner for Children's Rights (sic), has been more or less keeping to herself. And now, there's a change of direction. Since Donald Trump and Vladimir Putin started talking to each other (and Trump has destroyed the investigative work of Yale University's Human Laboratory Research), it's "open bar" again. Deportations of Ukrainian children to Russia will be able to resume, as in the "golden days" of the "special military operation."


No sooner had Trump and Putin hung up, no sooner had Trump annihilated with a stroke of the pen the work of the Yale University Humanitarian Research Laboratory than, on the very next day, Maria Lvova-Belova, the "child-grabbing Putin" to whom we were the first to draw attention ( HERE ), flanked by her young neo-Nazi assistant paid directly by the fascist billionaire Konstantin Malofeev (Lvova-Belova's new husband, the very one who lavishly financed the entire European neo-fascist sphere), rushed to the occupied territories (Kherson region, Luhansk, Donetsk, Zaporizhzhia), to establish with the "regional governors" new lists of children to be deported. Even the Tass news agency boasts about it, naturally under the guise of a "humanitarian mission": it involves sending these children to "re-education camps" or "sanatoriums"... from which they may never leave.


On Wednesday, March 19, Maria Lvova-Belova arrives in Luhansk . She writes on her Telegram account: "We will visit families whose children need support and provide targeted humanitarian aid. We will look into the youth center that was recently opened here and other institutions in the region." She adds: "The main topic, of course, is the All-Russian Inspection" (in Russian, "Всероссийская инспекция").


According to the Russian government, "the aim of the All-Russian Inspectorate is to assess the system of social orphanhood prevention at the federal, regional and municipal levels to verify its compliance with current legislation, family-oriented policies and best practices in law enforcement."

  • The adjective "all-Russian" means: relating to or encompassing Russia in its entirety or all of its components. The choice of this word is not accidental: it refers to the All-Russian Popular Front (in Russian: "Общероссийский народный фронт, Obshcherossiski narodni front", abbreviated ONF), a movement established in 2011 by Vladimir Putin, then Prime Minister, with the aim of providing "new ideas, new suggestions and new faces" to the ruling United Russia party. This front is supposed to be a coalition between the ruling party and numerous non-governmental organizations.

  • As we shall see, Maria Lvova-Belova operates under two hats : officially, as Presidential Commissioner for Children's Rights (hence this "All-Russian Inspection"), but also, and simultaneously, with several organizations that she controls privately (and from which she derives substantial personal income), which allow her to circumvent Russian legislation. These various organizations have been particularly active, since February 2022, in the entire process of deporting Ukrainian children.

Upon arriving in Luhansk on March 19, Lvova-Belova took part in a work session (photo opposite) with Leonid Passechnik, the head of the "Lughansk People's Republic," mentioned in the latest investigative report by the association For Ukraine, for their freedom and ours, submitted to the International Criminal Court, as one of the main people responsible for the deportations of children beginning in February 2022.


In the photo, to the right of Maria Lvova-Belova, we see her right-hand man in the organization. "Children in the hands," Alexei Alexievich Petrov. As we already wrote on March 11, 2023 ( HERE in french), this charming young man created a Skype account under the pseudonym "wotan_jugend8989", which refers to an openly neo-Nazi Russian organization, Wotanjugend, which proclaims the fascist philosophy and ideas of the Third Reich and defends racial segregation, which Bellingcat investigated in 2019, and which has connections with the ultra-nationalist (fascist, to say things plainly) billionaire Konstantin Malofeev, with whom Maria Lvova-Belova remarried on September 9, 2024.


In a one-on-one conversation with Passetchnik (screenshot opposite), Lvova-Belova talks in particular about "the lives of orphans taken in by foster families from different regions of the country" : in short, children deported and illegally "adopted" from all over the Russian Federation. We also know that "orphans" are children whose parents have been deprived of their parental rights (especially if theyresist the Russian occupation). And Lvova-Belova adds: "the first step is to create a commission on the justification of the placement of children in institutions." In short: to give an appearance of "legality" to the abduction.



In the afternoon, she goes to the "republican children's home" in Luhansk (photos above): "We sorted the children's personal files. In some cases, we can help them return to their families." She really takes care of everything! The follow-up will be under the political control and supervision of Inna Shvenk (left of Lvova-Belova, in the photo above left), regional commissioner for children's rights (sic). She has been on a European Union sanctions list since February 2024: "Inna Shvenk is one of the people most involved in the illegal deportation of Ukrainian children to Russia and their adoption by Russian families." By her actions, Inna Shvenk violates the rights of Ukrainian children and contravenes Ukrainian law and administrative order" (EU) 2024/753 of 23/02/2024 (EU Ukraine territorial integrity - R (EU) 269/2014).



In Luhansk, Lvova-Belova continues her small inspection tour (screenshots above) at a youth center, "Пионер" ("Pioneer"), under the auspices of the "Movement of the Firsts" ( "Движения Первых" ), a pan-Russian organization created in July 2022 "for the education, organization of leisure activities for adolescents and the formation of a worldview based on traditional Russian spiritual and moral values." Chief of Staff Artur Orlov, who "distinguished himself" by commanding a Russian battalion in Syria, was appointed by Putin in September 2024 as chairman of the board of directors of the "Movement of the Firsts."

In the Ukrainian territories occupied and annexed by Russia, the "Movement of the Firsts" (notably financed by the oligarch Vladimir Potanin) is one of the main spearheads of Russification and patriotic-military indoctrination of adolescents. The Luhansk center was built thanks to the financial support of the St. Basil the Great Foundation, created by the Russian Orthodox Church but whose board of directors is chaired by the fascist billionaire Konstantin Malofeev (him again!), whom Russian journalists had identified as early as 2014 as the main "sponsor" of the separatist terrorist movements that sowed chaos in the Donbass. Malofeev's great leniency does not stop at Ukraine. With this same St. Basil the Great Foundation, he has generously showered numerous radical nationalist movements in Europe. In France, he financed the National Front's 2014 election campaign to the tune of €2 million. He was also one of the key funders of the "Franco-Russian Dialogue" led by Thierry Mariani, currently a member of the European Parliament for the National Rally.

Before leaving the Luhansk region, the deeply pious Maria Lvova-Belova will, at the end of the afternoon, pay her respects in Perevalsk (video above), where a children's boarding school will soon benefit from a temple "in honor of the holy righteous Simeon the Hospitaller and Anna the Prophetess"; a temple which will be built thanks to the "Tsargrad fund" of... Konstantin Malofeev! A truly saintly man...


The next day, March 20, Lvova-Belova traveled to Donetsk , where she duly met with the head of the annexed region, Denis Pushilin (photo opposite). The announced program: "We will visit the institutions where the children live and examine their personal files."


On her Telegram account, she boasts that 127 children have been "sent for spa treatment", but above all that 1,346 children from the "Donetsk Republic" have participated in the "Day After" programs ( "Послезавтра" ): "recreational camps" (throughout Russia, including in Chechnya, but also in Belarus) which researchers at Yale University's Human Laboratory Research have shown were the antechamber of the program of deportations and "re-education" / forced Russification. With Donald Trump having decided to liquidate with a stroke of the pen this Yale University laboratory, which produced three substantial reports that have informed the work of the International Criminal Court, Lvova-Belova can now feel free to continue her genocidal work.


To this end, two new "youth centers" have just been opened in Makeyevka and Mariupol. A good breeding ground: 500 children are placed there in "institutions." They will be able to "benefit" as a priority from the "Power of Russia" project, an indoctrination program, again in partnership with the "Movement of the Firsts," which was first piloted in Chechnya (see below). In short: the goal is to begin training the next battalions of Putin's army, when Ukraine is no longer enough for him.

They assemble and disassemble automatic rifles, learn to shoot, and provide first aid. There is amazing technology at work here. These are all the latest technologies that allow boys to try themselves out as real men. We understand that this is a military and patriotic education."

On Friday, March 21, Maria Lvova-Belova arrived in the Kherson region by military plane (video below).

Before meeting with the regional governor, Vladimir Saldo (who served as mayor of Kherson from 2006 to 2012, a term marked by numerous embezzlement and corruption scandals), Lvova-Belova stopped in the village of Voskresenkoye to inspect the future building of the Kherson "regional children's home." 479 children from the Kherson region have already participated in the "Day After Tomorrow" camps.


From there, Lvova-Belova went to inspect a children's center that had just opened in Melitopol, Zaporizhzhia region. On her Telegram account, she announced that, in agreement with Vladimir Putin, "the introduction of behavioral assessment" could soon be tested in schools in the "new regions."



According to the Ukrainian Resistance Center, the real purpose of Lvova-Belova's visit to the occupied territories is to establish, with the cooperation of local authorities installed by Moscow, "new lists for the forced transfer of children to Russia: Each of his visits to Donetsk results in the abduction of dozens of Ukrainian children. The children are simply handed over, under the "guardianship code," to citizens of the Russian Federation, after which their whereabouts are unknown."


The Tass agency is obviously reporting a completely different story: "The headquarters of the Children's Ombudsman in the Donetsk People's Republic has distributed humanitarian aid to nearly 3.3 thousand children since 2022. (...) 127 children suffering from various illnesses have been sent to sanatoriums for treatment."


In Crimea, an "experimental site" where (military) doctors are allowed to carry out all kinds of experiments on (Ukrainian) children


Curiously, Russian propaganda, which never misses an opportunity to boast about the "humanitarian" missions led by Maria Lvova-Belva, has never shown what these "sanatoriums" look like. Lvova-Belova herself, so quick to portray herself, on her Telegram account, at the bedside of the widow and the orphan, never speaks of them in detail. What we know, or think we know, is that most of these "sanatoriums" are located in Crimea and Belarus respectively. There are clearly two categories of establishments. "First-class" sanatoriums, such as the "EP Glinka Children's Military Clinical Sanatorium of the Russian Ministry of Defense" in Yevpatoria, a port city in Crimea, which is presented as an "experimental site" where (military) doctors are authorized to carry out all sorts of experiments on (Ukrainian) children, particularly in terms of "cognitive disorders" and other "psycho-pathologies." Is there among them a new Josef Mengele? Only an inspection by UNICEF or the International Red Cross would be able to determine this. Access is categorically refused by the Russian Federation. Is there something to hide? (This "clinic" is named after Elisaveta Petrovna Glinka, alias "Doctor Lisa", who died on December 25, 2016 in the crash of a Russian military plane that was taking her to Syria; she initiated, in 2014, deportations of children from Donbass to Russia).


And then there are the run-of-the-mill ones: the "low-end" sanatoriums. In April 2023, we spotted some in occupied Crimea that the Ukrainian investigative website krymr.com described as "children's gulags" (HERE in french). In January 2023, we were also able to track down children stolen from an orphanage in the Kherson region, and locate their presence in an orphanage in Simferopol (in Crimea) that had made headlines in 2020, with the Russian press even dubbing it "Auschwitz for children" (HERE in french). This "orphanage" was called (and still is called) "Елочка" ("Christmas Tree"). Despite the scale of the scandal, with so many reports of mistreatment, malnutrition, and so on, it took the Russian Ministry of Health's inspection three years to dismiss (on May 12, 2023) Alexander Vasyukov, the establishment's chief physician. Have things changed since then? It's impossible to know: there is no longer any mention of this "Elochka" orphanage in the Russian press... And the "whistleblowers" who worked there and had helped to publicize the scandal were fired, well before the chief physician...


One thing is certain. As a new report from the UN Human Rights Office, released on March 21, indicates, Russia has inflicted unimaginable suffering on millions of Ukrainian children and violated their rights since the beginning of the invasion in February 2022: "Their rights have been violated in all aspects of life, leaving deep scars, both physical and psychosocial," commented the head of the UN Human Rights Office, Volker Turk, who records summary executions (five boys and two girls, in 2022 and 2023), arbitrary detentions, sexual violence, torture and ill-treatment, not to mention the real brainwashing to which children and adolescents are subjected whose parents were unwilling, or unable, to flee the occupied territories.

A young and courageous Ukrainian journalist, Victoria Roshchyna , who was investigating these war crimes in occupied territories, was arrested in August 2023. After more than a year of detention, without the slightest trial, and horrific torture which deteriorated her health, she died on September 27, 2024. In France, we were almost the only ones (along with TV5 Monde, RFI, France info and the Huffington Post ) to talk about her ordeal and pay tribute to her (HERE in french). It is almost impossible to know precisely what is happening in the territories controlled by Russia. "Ten years after the "referendums" of May 11, 2014 orchestrated by Russia to proclaim the "independence" of part of the regions of eastern Ukraine, independent media have disappeared in favor of those relaying the Kremlin's narrative. "Journalists who refuse to cooperate are threatened and arrested, and many have chosen to leave the occupied territories," writes Jeanne Cavelier, head of the Eastern Europe and Central Asia desk of Reporters Without Borders, who denounces a total destruction of independent information (Read HERE).


Donald Trump has shut down Voice of America and Radio Free Europe/Radio Liberty (one of whose journalists, Stanislav Aseev, was tortured and detained "for espionage" for over two years), which were still managing to glean some information. The message is clear. After signing (in early February) an executive order that makes anyone deemed to have assisted the International Criminal Court's investigation liable to prosecution, after announcing the United States' withdrawal from the International Center for the Prosecution of Crimes of Aggression (ICPA) against Ukraine; and by closing down Yale University's Humanitarian Research Lab, which revealed the extent of Russia's deportation of children from occupied Ukraine and was actively tracking the whereabouts of thousands of children in Russia, the valuable database compiled by the lab's researchers appears to have been promptly erased by the Trump administration, thus destroying evidence of war crimes. Everything suggests that during their telephone conversation on March 18, Donald Trump gave Vladimir Putin carte blanche to pursue war crimes in occupied Ukraine, starting with the deportations of children. The very next day, Maria Lvova-Belova, who herself describes herself as "Vladimir Putin's eyes and hands" (see below), was on a "pan-Russian inspection" tour. Unfortunately, we know what that means.

On March 16, a few days before traveling to Donbass, Maria Lova-Belova gave an interview (at an unidentified location) to a "journalist" - blogger, Lilia Abramova. An excerpt with commentary is below.

Lilia Abramova (*) said to Maria Lvova-Belova: "You are the most important commissioner in the presidential administration. But what if we had to find another title than "commissioner"?"

Lvova Belova replies: "It's not a position. I'm a mother. The maternal position exceeds the administrative function. We discussed this with Vladimir Vladimorovich [Putin], I am his hands and eyes... There are times when it's not administratively possible, my duty is to change the protocol, and Vladimir Vladimirovich grants me that."

This Sunday, March 23, at 6:22 p.m., Maria Lvova-Belova posted a highly glamorous photo (above) on her Telegram account with her new husband, billionaire Konstantin Malofeev, who, through his support since 2014 for Russian-controlled nationalist-terrorist movements in Donbass, has been responsible for thousands of deaths.

She wrote in the caption: "Donetsk is the city of steel roses! Donbass is a sacred place for the entire country and for our family. At the end of a missionary trip to the new regions, I reunited with my husband in Donetsk. We each have our own ministries here: I help children and families, and he helps the Donbass Volunteer Union."
